Independent Workplace Safety and Health Assessment for Construction Projects

The Construction Safety Audit Scoring System (ConSASS) is Singapore’s standardized audit methodology for independently assessing the effectiveness and maturity of a construction project’s Workplace Safety and Health (WSH) Management System.

A ConSASS audit provides project owners, developers, contractors and stakeholders with an objective evaluation of how effectively workplace safety and health risks are managed throughout the project. The audit is conducted using the applicable Construction Safety Audit Scoring System (ConSASS) Requirements and evaluates both the management system and the implementation of workplace safety practices at the construction site.

Rather than serving as a certification programme, a ConSASS audit is an independent assessment that measures the implementation and effectiveness of a project’s WSH Management System, identifies strengths and areas for improvement, and provides a maturity profile of the safety management system.

Purpose of a ConSASS Audit

  • Independently assess the effectiveness of their Workplace Safety and Health Management System.
  • Evaluate compliance with the applicable Construction Safety Audit Scoring System (ConSASS) Requirements and relevant Workplace Safety and Health legislation.
  • Assess the maturity level of individual safety management system elements.
  • Identify strengths, weaknesses and opportunities for continual improvement.
  • Improve the management of workplace safety and health risks.
  • Benchmark safety performance across construction projects using a standardized assessment methodology.
  • Provide management with objective information to support continual improvement of workplace safety performance.

Audit Objectives

The ConSASS audit is conducted to determine whether the project’s Workplace Safety and Health Management System:

  • Conforms to the applicable Construction Safety Audit Scoring System (ConSASS) Requirements.
  • Has been effectively implemented and maintained throughout the project.
  • Is capable of achieving its intended Workplace Safety and Health objectives.
  • Supports compliance with applicable statutory, regulatory and contractual requirements.
  • Effectively identifies workplace hazards, assesses risks and implements appropriate risk control measures.
  • Demonstrates continual improvement in the management of workplace safety and health risks.
  • Provides opportunities for further enhancement of the Workplace Safety and Health Management System.

Audit Criteria

ConSASS audits are conducted against the applicable audit criteria, which may include:

  • Construction Safety Audit Scoring System (ConSASS) Requirements: 2025 (or the applicable published edition in force at the time of the audit)
  • Workplace Safety and Health Act
  • Workplace Safety and Health Regulations
  • Applicable Approved Codes of Practice
  • Relevant Singapore Standards
  • Client-specific contractual or project requirements, where applicable

The scope of a ConSASS audit is determined in consultation with the client and may cover all activities, operations and workplaces within the defined construction project.

Our Audit Process

Our ConSASS audit process follows a systematic and evidence-based approach designed to ensure consistency, impartiality and professionalism.

The audit generally includes:

  1. Review of the audit application and project information.
  2. Determination of audit duration based on applicable SAC CT17 requirements (Annex 2 to Appendix 1 of CT 17).
  3. Appointment of a competent audit team.
  4. Preparation and communication of the audit plan.
  5. Opening meeting with project management.
  6. Site inspection, interviews and review of documents and records.
  7. Collection and verification of objective audit evidence.
  8. Evaluation using the applicable ConSASS audit checklist and scoring methodology.
  9. Closing meeting to present audit findings and conclusions.
  10. Issuance of the audit report to the client.

Competent and Independent Auditors

Our audits are performed by competent auditors who possess relevant technical knowledge and auditing experience in construction workplace safety and health.

Each audit is conducted independently and impartially in accordance with established auditing principles, ensuring that audit conclusions are based solely on objective evidence obtained during the assessment.

 

Audit Deliverables

Upon completion of the audit, the client will receive:

  • A comprehensive audit report detailing the audit findings and conclusions including Observations and opportunities for continual improvement.
  • The ConSASS assessment results (Score Card) in accordance with the applicable requirements.
  • A Testimony of Audit Conducted, upon request, confirming that the audit has been performed.

The Testimony of Audit Conducted includes the audited organisation’s name, project location, audit criteria (including the applicable edition/year of the ConSASS Requirements), audit date(s), and the auditing organisation’s details.
